Easier To Destroy Than Build
#1)
I think that "It's easier to destroy then" means that it's easier for people to destroy property than build it because they didn't go through all the trouble of building it. SO to them it's nothing; but to someone who actually built the thing of course it would be hard for them to destroy it of course because they put hard work into that unlike the person who didn't they don't care , because they didn't have to go through all the work of doing it and putting time into it.

I've seen this happening in places like my apartment building;the school bathrooms; And just about everywhere you look you see this.

Because you don't want people to think they can get away with anything they want?,
You let them get away with something as small as this and they think they can get away with everything. And also they shouldn't be able to disrespect property like that.
